As shown in the attached photo of the Pell St. storm drain outlet, mud contues to run off the Blount Street Commons site.

Why is the contractor at this site allowed to continue pumping muddy water into the municipal storm drain after every rain storm? Silt is filling up the pipes. Who will be responsible for flooding in the next big storm?
